New publication on ETS emissions in EU financial regulation

Last month I published an article in a peer reviewed journal: "All over the place: ETS emission allowances in EU financial regulaton",TRV-RPS 2024/1, 5-28.

In the article, I provide a general overview of rules and obligations applicable to market participants that wish to hold or trade allowances - taking into account the recent updates of the Emissions Trading System.

  • This overview demonstrates that the common thread of allowances-specific rules is a plethora of information and reporting requirements. These apply to various parties, at various times, by different standards and to different recipients (and with overlap in subject matters).

  • The overview also illustrates how the trading system and the framework in which it operates are moving targets, and subject to constant change (with some points already having been updated since the cut-off date of the article…).

With some recent price drops and ongoing speculation on how the system will perform in the future (see ao here) , the topic remains relevant as ever.

The publication had been in the works for over a year. This week the paper version was delivered to my actual, physical, mailbox - so I couldn’t be more proud! Always happy to discuss, but if you wish to excuse me now, time to get a drink.
